Certain Keys on Keyboard Not Working

I have a Dell Inspiron 11 3000 series 2 in 1 laptop and recently (within the past few days), some of the keys on my keyboard are not working when I start up the laptop. After my laptop has been on for a few minutes, they seem to work fine but they still randomly stop working for a few seconds at a time. For instance, they are working just fine right now. The keys that do this are all close together on the keyboard (which I feel like that has something to do with it) and are listed below.

I should also point out that the keys are not broken or loose. I'm only guessing that this is a hardware problem and that it can be fixed if I have tools or something, but I'm not a tech wizard, so I don't know for sure.

Boot the Windows 10 operating system into safemode (hold down shift key, click Restart). Open notepad. Do the keys work immediately? If yes, then some software loading with normal Windows 10 is the likely culprit. If no, then perhaps you do have a keyboard hardware fault.
