Car adapters and laptops

The car adapter provide with laptops will keep the PC running, but will not charge the battery and only allows the laptop to use 1 processor, is this correct? If so, can I use a power converter to plug into the car and then plug the 'regular' power cord into the adapter? Any advice would be appreciated.
