Camera Problems with DELL inspiron 14 3000 series

I just bought my inspiron 14 3000 series laptop two weeks ago.  When I bought it, the camera was fine.  Now, this happened.  (I can't describe it but just look at the picture below.)  It still does the camera functions and stuff, but the quality is as below, poor.  I don't know why or how.  Any suggestions?

Dell has many inspiron 14 3000 series computers. Can you provide the exact model Inspiron 14? 

Does this issue show up only when using the camera or is it present within windows?  Is it present all the time or after it appears?  Follow the information below to run the diagnostics test on the system.  Let me know the results of the test. If you run a test on the cd/dvd drive you will need a disc in the drive. 

Tap F12 during startup
Select Diagnostics.
Testing Devices using ePSA
The ePSA starts running the quick test without waiting for user input.
To select a specific device to test, users can tap the Esc key.

Sir,

The model is Inspiron 14-3467.

I tried the diagnostics you suggested and it says it passed all the tests including the camera. I'm not sure what do you mean with "within windows" but I have no other camera programs except for the pre-installed one that came with Windows 10. I did try using the VLC media player to view the camera but it still gave the same quality of pictures.  Do you think the camera is broken?

I mean when you are just looking at the Windows desktop. Are the lines present?

Sorry for the long reply.  No, this problem only comes when you use the camera.  The online tester also gave the same picture/video quality.

rmdiaz,

If you are in the US you can call 1-800-624-9897 and have them troubleshoot with you on the phone to  resolve the issue. If they cannot fix it they will setup service to have your camera replaced. If you are in another country outside the US please contact support in your area.
