Can I upgrade my Charger from 65W to 90W?
Since the day I bought my Inspiron 15 3593, it has been experiencing performance throttling issues while gaming. I finally found the issue was caused by an underpowered charger (65W), which throttled the CPU down to 0.39 GHz (below the base speed of 1.1 GHz). Can i change this charger to 90W dell charger without causing any permanent damage to my laptop?

The answer is yes, but it'll have no effect other than possibly charging the battery more quickly. The throttling is due to temperature, not the (lack of) power.
Since the system is a few years old, has it been opened and cleaned thoroughly, and had the thermal pads replaced? If not, that's overdue.
The bottom line is that this is an inexpensive budget system, not one meant for any gaming -- you can also reduce the video settings of whatever game you're playing, which should help with the throttling as well.

@ejn63 i might as well try because the system clearly unthrottles itself and the game fps improves drastically once the charger is off (60fps constant when my laptop is removed from the charger). Temperatures are also within normal limits
Also it has been cleaned last month and there was barely any dust in it, just a little bit around the fans which shouldnt have caused any major obstruction. I might have to check the thermal pads though.

Make sure the system is not set to maximum performance in power management (use a balanced or a "cool" profile). This system cannot handle the heat of a CPU running in high performance mode -- it was never designed for that.
