New Dell Inspiron 3030 Desktop CPU Fan stuck on high speed

Brand new Dell Inspiron 3030 Desktop with Windows 11. First day of use. The fans were somewhat normal at first. There were a lot of updates on the first boot of the PC. Then there was another update that asked for a restart. Then the computer was used for about 2 hours. Then I turned it off. Four hours later I turned it on and the CPU fan immediately started revving up super fast and loud. Windows started and it has never quieted down. I haven't even installed any programs yet and have only used Edge browser.

I went into BIOS and changed Power > Thermal Management from "Optimized" to "Quiet". The fan went to a lower speed and quieted down for a few seconds and then immediately went back up to high speed before I even started Windows again. The CPU fan sounds like a vacuum cleaner it is so loud. How do I get it to stay quiet?

@redxps630​ Thank you for the comment. I noticed on restarting the computer that a black screen appears for a second that says "**** MANUFACTURING MODE ACTIVE **** Press Alt-F to return the system to normal running mode. WARNING: The Service Tag has not been programmed. This system will not function properly without a Service Tag."

I finally was able to press ALT-F after another restart, but it went into "SupportAssist | On-Board Diagnostics" and then immediately started Windows again. So I had to restart and press ALT-F again. The screen says: "The setup utility will launch the Service Tag Installer". With the options: "Continue, BIOS-Setup or Diagnostics". I thought "Continue" would be the correct option but it started Windows. So I had to restart again and select "BIOS-Setup". Then I was able to enter the Service Tag, Apply Changes and Exit. That made the CPU fan quiet again.

On another note: Before this CPU fan being stuck on high speed problem started, I noticed an electronic humming and slight ticking from the power supply. Is there a quieter power supply I can get for this unit? Also when the system starts, the CPU fan revs up and has a loud whirring sound before it quiets down. Is there a quieter CPU fan I can put on this system?

It may have downloaded and installed bios update containing latest Intel microcode to solve 13/14th gen cpu instability issue.  The bios update is buggy after install. Chat with Dell support on line for help or attempt a RTC reset (press power button x 30 sec then let go).

I think your best bet is to get a different unit.  This is the first I've heard of the PSU issue so hopefully not common.

Noctua fans are quieter.  May need an adapter.  Might also get fan error msg. on startup, "F1 to continue."

For future reference, if you need to enter BIOS, repeatedly press F2 immediately upon startup.  F12 is the Boot & Diagnostics menu.

@bradthetechnut​ Thank you for the comment. So you think the electric hum and slight tick might be a defect with just this particular power supply? Do you think if I got the same model again then it might not have the problem?
