403 Access Restricted when taking free course "DELL POWERPROTECT CYBER RECOVERY CONCEPTS"

I was working through the DELL POWERPROTECT CYBER RECOVERY CONCEPTS course and when I was directed to launch the E-Lab Navigator page the next part of the course. I get the 403 error when I attempt to log in with my learning credentials.

I signed up for learning as an Individual as it was the most accurate choice. I am not currently employed, although a long time ago I was a DCSE certified though a support vendor.

The other buggy item is that when I saved the progress of the training, the main training page listed the course as complete even though I was only though about 70% through the course.
