Issue setting BIOS password with Command Configure

I am attempting to set a BIOS password using Command Configure in MECM. I have tested this in a task sequence and by running the command manually. It works on certain models however on an XPS 8930 I get this on my log file:

cctk - CCTKAppEngVer=4.11.1.48
Option : SetupPwd 
cctk - Error in Setting the Value.
Note : In some machines, If Hdd password or System password is set, you can't set Setup password.
cctk - Importing ini file is failing for some features. For more information, check log.

I thought maybe it had to do with Bitlocker but it's not enabled on that machine.
