Optiplex GX620 Won't Turn On

I have an antiquated Optiplex GX620.
When I went to turn it on, the green lights just above the power switch (front) flashed on for less than a second (single to far left initially, followed by 3 to far right), then shut off.
I checked the surge protector (even shut it off, then back on again), I've tried the suggestions from another post (though there is no power switch on the back of the PC), opened the cover, and yes, I have the LED (yellow) on on the motherboard.

T3400 is fine for basic tasks like Adobe® Photoshop® and Adobe Acrobat® etc.

This model is old enough that it may have bad caps issues.

When was last time you replaced the motherboard battery?

That's exactly what I found... 3 bad caps... not just bulging.

Next question: I could potentially buy a motherboard... but this machine dating back to 2006 (I believe), motherboards I could purchase would all be that old, would they not?

And, what would have caused the caps to bulge and leaking? A bad power supply?

I also was told that, because I was running Win10 on an XP machine (suggested highest version is Win7), may have played a part in it due to Win10 may have made the motherboard and RAM work overtime?

GX620 and better can be had for very little.  I tend to recommend Precision T3400 minimum as a replacement.

Will this machine handle the heavy-duty photo-editing that I do, often handling extremely large .png files? That has been a sore spot for me with the Opti GX620... it really couldn't handle it.
