Unable to authenticate more than one user in PBA

I have a Latitude 5590 that shipped with a self-encrypting SSD and Dell Encryption Personal 10.2.  I can configure PBA on the SSD and log in as a Windows domain user, but although I've enrolled the local administrator account and even tried creating and enrolling another local Windows user, I can't authenticate to PBA with either of the local Windows accounts.  I've tried deactivating the PBA and reactivating it, but this hasn't helped.  Previous Latitudes with older versions of Dell Encryption have allowed this as expected with no trouble.  How can I get this to work properly?
