Latitude 3410 not charging on type C from external usbC dock

I am doing product IT support with our usbC dock connecting to  Latitude3410. Notebook usbC charging is not working  when I power off/on the usbC dock. Found that the notebook usbC port outputs 5V which is stopping the PD charging from the dock. This 5V from notebook remains when I disconnect the usbC plug from the notebook. This was confirm using a usbC powerZ sniffer meter which plugs to notebook usbC port. I have to plug a 5V usbA to usbC cable(use for phone charging) into the notebook usbC port to reset the PD on notebook type C port. After this when I connect the usbC dock to notebook, charging from usbC dock to notebook works again. This issue only happens to this particular Latitude 3410 notebook. Notebook bios has been updated to the latest version 1.20.2.  Could you please help look into the issue?  Latitude 7520 works fine with our dock. Thank you.
