Can't deactivate encryption

I have a Latitude E6530 that I am decommissioning. I want to decrypt the hard drive and remove Dell Data Protection Suite (and then run Eraser on the unused parts of the drive. 

I go into DDP Console - Admin Settings, enter my PBA password, and under the Encryption tab it reads "SED Management ability cannot be determined on this system.'

Security Tools, Encryption tab shows the drive as protected.

I tried using the Uninstaller but get an error message that it cannot be used when SED PBA is activated. 

Any ideas on how to deactivate PBA in this situation?
