If you've placed an order with Dell US, using an out of country address, phone or an international credit card, that's the reason for the hold -- Dell US will only sell to a buyer in the US.

I made several orders for two computers (almost 15 times), but they were all rejected, my credit card is from Bolivia and is enabled for online purchases, but so far no one at DELL has given me an explanation as to why they rejected my orders. orders, I went to my bank and of those several attempts (more than 15) 2 of them told me that they were charged to my card, but my order is rejected, so I would like them to proceed with the shipment of those two computers or in case Otherwise, the return of those two amounts of 316.29 dollars is made on 07-20-2024 hours: 14:22:09 and the other 07-20-2024 hours: 14:22:59

Dell US will not accept orders from outside the us, plain and simple.
Once the order fails, any hold on your card will be released -- and the order will fail.
