My order was canceled three weeks ago and my funds are still on hold with Dell Financing

On July 8, 2024 I allowed my sister to place an order for a computer she needs for college and it was canceled, it was paid through Dell Financing, Fine, but as of today, July 29, they still have my funds on hold (Over $3400) and I need to order this computer for my sister as she will be leaving for college soon.  Why are the funds still on hold when you canceled the order within an hour of placing the order?
