Manufacturer Authorization Letter

Hell Dear sir,

I have participated in the Government tender and supplies more than 450 desktop computers for Universities and Federal and Regional Governments. The organization always request Manufacturing Authorization letter. Please support me how can i get the manufacturing authorization letter specially for Dell Desktop and Server products.
