Long Delay for system exchange

My PWS7750 developed severe overheating problems in late April 2022 and Dell attempted repair under warranty 4 times before it totally died in late June.  A system exchange was approved June 29th, and the projected replacement is scheduled to be delivered late September.  I have an email saying the replacement has been built, but delivery is still late September.  I will have been without use of this workstation for over 4 months by that time.  I cannot find any person on the end of the telephone who can even answer any questions much less help to either expedite this or talk with me about supplying an equivalent system that is immediately available.  I do not get any replies to emails.   Is this what is typical of warranty (3 year on-site) service?  Who can I actually talk with that will be able to help?

Update = After completing troubleshooting, a DELL-Cares agent setup an exchange.
