Can ANYONE use the phone in Dell and speak to a customer?

Literally that, I've been waiting since 07/01 to retrieve a laptop that was sent in for repair.  Never experienced worse customer service in my life, in fact - there is NO customer service.  Who can I speak to about where my laptop is?
