Press F12 a few times and boot to the Dell diagnostics. Run a full system test.

Chrome Books have no "F" keys.

Have you tried to reset the OS???

Insert the USB drive you created.
Hold "esc" and " reset".
Then power-on.
The USB drive must be in a specific USB slot.
If you have 2 you may need to try the other???

Only a few ChromeBooks can even run Windows.
They run Chrome, hence the name "ChromeBook".
