dell 3100 cannot get login shell after converting to developer mode

Converted new dell 3100 to developer mode with Esc +F3 then Ctrl+D

When system restarted OS verification was off, but I could not get login shell with any of Ctrl+Alt+F2 or Ctrl+Alt+T or Ctrl+D

I restored OS and at startup clicked link for restoring Debugging features, which help advised is necessary to install another OS. Debugging features fail to restore.

Objective is to install Linux.

Sorry for the slow response. I live completely off-grid, and only have internet access thru coffee shops. Thanks to covid quarantine this now entails standing outside my local slowly freezing.

The situation has changed since I made the 1st post. I am working from

I have enabled Developer Mode, restarted, accessed Superuser Shell with Ctrl-Alt-F2, and as user chronos  did

crossystem dev_boot_legacy=1

and rebooted

At the white splash screen I pressed Ctrl-L  and it displayed 2 lines on black background

Press a number key for alternate boot loader

2 Tiano alternate boot loader

Pressing 2 (nor any other key) produced no result, screen seems frozen.

addendum to previous post: The Ctrl-Alt-F2 login advises that if I login as chronos root and do the command 'enable_dev_usb_boot', I will be able to boot from usb stick if I press Ctrl-U in the developer screen.

I ran the command and it completed normally, saying legacy boot is enabled. Restarted with usb stick inserted and pressed Ctrl-U at the white splash screen (OS check is OFF screen). System beeped. Pressed Ctrl-L instead, received message that legacy boot NOT enabled. Waited for the 30 second system beep and transfer to Developer splash screen and tried Ctrl-U again, but again got beep.

I have a Dell 3100 Chromebook that is enterprise. How do I remove enterprise I tried chromes recovery but once it asks for wifi it loads enterprise again. Be a blessing if anyone can help please 🙏
