Celerra NS120 mount / full

Hi all, I'm sorry for my bad english, I've need help on an old san thet we have; I have /dev/hd3 with the mount / full; in the / there is a file named local that is very big; my question is can I empty it without damage?

Many thanks Jyothi for your answer, unfortunally I've alredy read this KB but it isn't helpfull for my problem; I've cheked the folder named in this KB but my problem was a file named local in the /; having not had answer so far, I renamed this file and I moved it in another sever; now the situation is:  

/dev/hda3          2063536   1135632 823080  58% /

and all is still working fine.

By default there is no file named /local

If you have one then most likely a previous admin mistyped and created it
