Initial Booting - Exiting Intel Boot Agent

What do I need to do to fix this? I have a Dell OptiPlex 7010 Running Windows 7 Professional SP 1. During the initial start up of the computer I see the below on a "DOS like" black back background with white text. I reinstalled Windows 7 and the message was there before and is still there now. I have upgraded the BIOS to the latest version as well and installed any updates since the new install.

And then Windows boots to the opening screen and everything seems to run okay.

Sounds like the computer is in Legacy Mode.

Move the bootable hard-drive to the top boot priority in BIOS . Or, at least ... make it higher than the Network-PXE boot.
