That out of warranty 2017 Chromebook 11 3120 is owned and administered by the Matanuska-Susitna Borough School District. They are the only ones that can unlock it.
Having tried out several Linuxes on my chromebook (mrchromebox dot tech), I can say that there is a possibility that using the FUtility script and then re-installing everything you may be able to wipe the OS completely.
