XPS 13 9380, right USB Type-C port, not power delivery output

Hi all,

I've noticed that the right USB Type-C port doesn't rapidly charge my phone. And if I plug in a Anker USB dongle, it says device low power. Is there a difference between power output on the right USB Type-C port, compared to the two left Thunderbolt 3 (USB Type-C) ports?

Found this: All the USB Type-C ports support power delivery.

The USB Type-C port on the right provides up to 7.5 W power output that enables faster charging.

The Thunderbolt 3 USB Type-C ports on the left supports Power Delivery that enables two-way power supply between devices. Provides up to 5 V/3 A power output that enables faster charging.

The system supports 2-way power delivery (where you can charge the computer or charge other devices when on) but does not support a power share which charges other devices when turned off.
