The various PCIe slot descriptions and usage can be found at cgdirector here. Briefly those slots could be used for Wi-Fi adapter cards, sound cards, etc.
What cards are you wanting to install? Any card that has PCIe x 4 interface should fit. I have a sound card in one of the X 4 slots. You can use PCIe x 1 cards in the x 4 slots.
Are you suggesting that if a video card is installed that there isn't room between the video card and the x 4 slots? That is somewhat true, I have a 3060Ti installed and my SoundBlaster Z is a tight fit in the top x 4 slot and I am not sure I could have installed it in the bottom one. A little more room between the slots would have been nice.
For others to understand your issue and can provide better help, you could do better than just saying cards don't fit. At least, provide the link(s) of the card(s) you are having issue with.
Does your motherboard have all the PCIe slots line up as seen in the picture below? If yes, then any standard PCIe x4 card should fit.

I found out after closer examination that everything fits as it should. My mistake. Thanks for all the replies.

A card slot bracket will not reach the back of the case.
