Dell uses custom connectors between their motherboards and front panels. They don't make the wiring diagram public so unless you can map that front connector, or somebody else has already posted the details, you'll have a hard time doing this. And that assumes the other motherboard fits into this case and the rear case openings for access to PCI-e cards line up, etc.
And you'd also have to swap in the other hard drive too, because Windows was installed on this one for the hardware in the 630i but the other board has entirely different hardware (CPU, RAM, chipsets). Or you'd have to wipe the 630i hard drive and do a clean OS install assuming the new board can be installed and wired.
Maybe you should look for a nicer case for the other PC and leave the 630i alone?

Short answer: No
The 630i Core 2 duo E8400 uses CPU socket 775. The i7 2600 uses CPU socket 1155.
The XPS 630i motherboard uses DDR2 RAM, but you said the other RAM is DDR3.

I think i leave the 630i alone it is only used for 1 year after it was New so better not mess with the old beast i should put it back in the box and let it colecct some more dust 😁😁 thank you 😁😁 i am not a exspert but i think that pc is worth 5$ today if you think of all the New pc 😃
