WTOS devices do not see Applications after upgrading to XenApp 7 1903.

Hi everyone, We use WTOS devices exclusively. We are standing up a Citrix Virtual apps and desktops 1903 farm to replace or current XenApp 6.5 farm. We turned on the old PNAgent on the new storefronts 1903 to support the thin clients but the 'Applications' item under the username button where everyone started their apps is greyed out. There is a PNAgent icon beside the clock that contains the icons but willy nilly in no particular order. How do I get this Applications under the user button active again? I know this was controlled by the setting on the published app "Add to the client's Start menu" under Application shortcut placement on XenApp 6.5 but this option doesn't exist in 7. We are using a mandatory store to force this issue but no go. Below is the relevant parts of the INI file. Am I missing something important? thanks Pete
