WMS Install Issues

Good morning,

We are trying upgrade our WMS 3.6.241 to WMS 3.8 and upon trying to run the installation, we get this error below. I've looked at the Task Manager and nothing is running. Even rebooted the server and still nothing. Has anyone run into this issue before?
