Unable to change Group Assignment

I currently have two WMS setups, both are Standard License versions and both are currently on version WMS 3.1.1 580.

The difference / issue I am currently having is that one of the setups allows me to change the Group Assignment of a device while the other does not, all the options are greyed out.

Is anyone aware of how to resolve this issue?
