How to apply WCM configuration running as standard user

I'm fairly new with working with thin clients. I have about 40 clients that I'm setting up running WES7. I'm using WCM to deploy the configuration settings. The configuration settings mainly pertain to desktop resolution, wallpaper, and default browser web page. The deployment is working if I log in as administrator on the thin clients, but it is not working for the standard user logon. I can't figure out what I'm doing wrong. There is one sentence in the WCM Admin Configuration Guide about configuring an "administrator.xml" file to enable domain user client systems to download the configuration but it doesn't elaborate any further. Can someone point me in the right direction?
