WDM 4.8 discovery not finding or updating client status

WDM 4.8 on Windows 2008 R2 Datacenter VM. Hotfix HF04080029010 installed.
Database and FTP folders were migrated from old 4.7.2 server.
Firewall disabled on server.

None of the existing devices have reported any status to the server since the upgrade.
Running Find Devices on any subnet does not alter the status or date/time stamp of the Last Checkin of any device.

The communication ports were not changed from the installation defaults.

What would have changed about this process from 4.7.2 to 4.8 that prevents client/server communication?
