Optiplex 7020 and Windows 11

Microsoft PC Health Check says my Optiplex 7020 is not compatible with Windows 11 because it does not use secure boot. Switching on secure boot requires changing the boot from Legacy to UEFI. If I try to do this, I get a message "No boot devices found". Is there a solution to this?

@AndrewMB2   Here is the list of all Dell computers that will be tested for upgrade to Windows 11.  If your computer model is not listed, Dell is not testing the device, and drivers have not been updated for that model.

Unfortunately, your OptiPlex 7020 is not listed.

Thanks for this information. The procedure worked so I am now on UEFI. However my computer is still described as incompatible with Windows 11, this time because of the CPU.

It seems this is a widespread problem, we'll see if Microsoft continue to follow the strict rules they have announced...

Microsoft have released the first Dev Insider Preview Build of Windows 11. It looks like they have a traffic light system with:

  • Green: Meeting Windows 11 Hardware Requirements. i.e. 8th Generation Intel Processors and newer.
  • Amber: Not Meeting Windows 11 Hardware Requirements but Meeting Minimum Requirements for the Windows Insider Program. Installation works on 6th and 7th Generation Intel Processors.
  • Red: Not Meeting Requirements for the Windows Insider Program. Likely the case for 5th Generation Intel Processors and earlier that don't have a TPM Version 2.0 but I haven't tested.

For more details see:

The Windows 11 PC Check reports the OptiPlex 7040 (6th Generation Intel Processor) and OptiPlex 7050 (7th Generation Intel Processor) systems to be incompatible.  The system requirements are a bit more elevated than I would have expected. I personally would expect Windows 11 to work on 6th (Skylake) and 7th (Kabylake) Generation Intel Processors which are from around 2016-2017. Moreover i5-6xxx, i7-6xxx, i5-7xxx and i7-7xxx have a marginal difference in system performance and technologies available compared to i3-8xxx and are superior to the supported Atom and Celeron products. These processors also meet all of Windows 11 other system requirements and Dell have stated that all Skylake Systems have regarding a Trusted Platform Module (TPM Version 2.0) and a UEFI BIOS with Secure Boot patched to address the GRUB2 Security Exploit.

I have not tested it with the OptiPlex 7020 (4th Generation Intel Processor).

That being said, Microsoft are suffering a substantial backlash over the system requirements and have removed the PC Health Check App:

With these minimum system requirements in mind, the PC Health Check app was intended to help people check if their current Windows 10 PC could upgrade to Windows 11. Based on the feedback so far, we acknowledge that it was not fully prepared to share the level of detail or accuracy you expected from us on why a Windows 10 PC doesn’t meet upgrade requirements. We are temporarily removing the app so that our teams can address the feedback.

Thanks for this and other replies. Evidently this (and many other) excellent machines with many years of potential life will not run Windows 11.What will happen when Windows 10 reaches the end of its stated life remains to be seen - I think there will be a lot of people who do not want to be forced to buy new hardware. This will be quite different from in the past - Microsoft provided an upgrade path from Windows 7 and Windows 8 and not too may people had Vista, whereas Windows 10 is universal.

Good to know.  : )

Interesting - the CPU is not on the list of supported processors. Have Microsoft dropped these hardware requirements?

my optiplex 7020 did the same thing, upgraded to windows 11 with no issues

only thing i know that's different is SSD hard drive , and Gforce RTX 2060 video card and modern power supply for the video card.

In case someone stumbles on this (I see now that this is old) here's what I did until MS decides on the final requirements.

1. Join Insider program.  2. Download the 64 bit ISO of the latest Windows 11. and create an install image on a USB Stick (I used the free Etcher) 3.  Install new SSD for the test.  4. Go into the BIOS with F2, Set Secure boot enabled and TPM enabled, save  5.boot the installer and install Windows 11 beta. 6. Profit

Go into Windows update and install any updates including Optional Drivers.

Works Great with 16 GB RAM and SSD.

Good Luck

No, the CPU requirements have not changed. But if you install using the media creation tool here, the CPU check is bypassed. MS has confirmed this on their site as a way to install on pre Gen 8 CPUs.

The no boot device problem requires permanently having a USB 2.0 FAT32 32 gig Flash drive or Windows DVD installed to default boot from.  That however does not take care of the TPM 2.0 and Processor Version 8 or higher problem which means that 11 isn't supported.  Not supported does not mean not working but it does mean you have to do more research to learn how to install windows 11 on an unsupported machine.

download this W11 ISO, in W10 doubleclick the downloaded ISO and run "start_update.cmd" with administrator privilegs. The regular W11 setup will start after a couple of seconds and W11 will be installed as an update.
Best regards
