You may be able to get a .iso from Dell here:
https://www.dell.com/support/home/us/en/19/Drivers/OSISO
See here for details:

Did you check the .iso checksums to ensure you got a complete .iso download?

Installing the tool doesn't require any info.
No idea what you are saying.
A screen capture would be helpful.

I have an Optiplex 780 and when I use the official tool to get the windows 7 pro oa.iso (I had installed Linux on it and wanted to change it back to windows 7 pro) it says that an image exists but not for my machine what do I do?

Borrow a Dell Windows 7 DVD.
Or try to upgrade for free to Windows 10. I don't know if that is still possible.

I checked Windows 10 when I got it and it said it was incompatible.
Also, Where would I get a Windows 7 DVD?
Edit: Can it be any Windows 7 DVD I know I have one somewhere

It would be preferable to have the Dell Windows 7 DVD.
Otherwise, you would need a product key to use for Windows activation. I bought three used Dell laptops and used a non-Dell Windows DVD and used the COA on the bottom of the laptop to activate Windows.

WINDOWS 7 images are now no longer available due to windows 7 being End of Life.
Microsoft also removed the digital river ISO files.
