Missed TPM option in BIOS
My Dell desktop Vostro 3671 (Windows 10 home) - Intel i5-9400
I want to enable TPM 2.0 in BIOS, but don’t have it.
How can I do?

Your system does show up on the list from Dell here as tested for the upgrade to Windows 11. Have you checked the BIOS for PTT which is the Intel version of TPM. More on that on this web page.
