Re: need the fans to stop being loud

first thing first is to replace cmos battery with a new one ($1-2).

@Ght1234 - The latest Vostro 430 BIOS is v2.4.0, but it's from 2011, so may not be compatible with Win 10.

Is it the Vostro 430 or the 780sff that has the problem? Follow the instructions to Run the BIOS update utility from DOS environment (Non-Windows users) on the page linked above.

Make sure you have the latest Intel Chipset drivers for Win 10 and latest video driver for your specific video card too.

You can go to the Intel Download Center and download their Support Assistant. Run it and let it scan your hardware and -maybe- offer new/better drivers for Win 10. Install those, if any, and see if that helps.

Then go to the manufacturer's website for you specific video card and see if there's a new Win 10 driver for that card.

I dont have a GPU but i5 650 has integrated graphics and I was just saying my 780 sff running win 10 updated the bios to a15 with no problem (I just replaced the mobo of the 780) I might get a GPU but I need to fix this issue. Also, can I swap this to a deep cool matrix 30?

download HWmonitor to check your i5 cpu temp. If fan loud is due to abnormal high temp, replace thermal paste. If temp is normal, possible bios malfunction. Replace CMOs battery then clear CMOs settings by resetting jumper.

Clearing CMOS Settings
  1. Remove the Cover.
  2. Locate the 3-pin CMOS jumper (CLEAR CMOS) on the system board.
  3. Remove the jumper plug from the CMOS jumper (CLEAR CMOS) pins 2 and 3.
  4. Place the jumper plug on the CMOS jumper (CLEAR CMOS) pins 1 and 2 and wait approximately five seconds.

I am not certain you need to download bios from a non Dell website.  Always use bios only from Dell support.
Deep cool matrexx 30 is a mini tower case for microATX board.  If your question is can you swap the 430a board to this new case, answer is yes.

Not supported for Win 10 because these models were released before Win 10 existed.
But Windows 10 is backward compatible with many old pc models including core 2 duo in 780 and i5 1st gen core cpu in 430.  User benchmark reports good running Win 10 in 430 with i5-650.

loud operation is not due to Win 10.  It is very likely the same loud symptoms you would encounter running Win 7 or older OS.

How Do I fix this problem though I am running win 10 and win 7 is out of support so there no point in going back?

It is running the latest version of win 10 but you are right the 780sff nails it win 10. Win 7 is less demanding you can run it in 2 GB ram and it will be decent be how exactly do I fix this I heard that 2.40 fixes this problem I put new thermal everything! I think dell made a fault in the temperature sensor. Dell should really develop drivers because these computers are very popular. (I am a mac user) But i need to update the bios to 2.40 i need help with that.

Download bios 2.4 from Dell support and save it on a bootable usb flash drive.  Boot the pc from the usb. Run the bios.exe.
Re: I think dell made a fault in the temperature sensor.

what cpu temp do you see?
Not certain the update will fix the loud issue.  When You flash bios you understand you take a risk of bricking the board.

WARNING: DO NOT TURN OFF THE COMPUTER DURING THE BIOS UPDATE PROCESS. Turning off the computer during the BIOS update will cause irreparable damage to the system board (motherboard) of the computer.

If you accidentally shut down pc or lose power during flash, board is bricked.

sometimes for unknown reason bios update got stuck and could not finish.  That would also brick the board.  This does not happen usually, but on rare occasion it does.

how to prepare a bootable usb flash drive.

@Ght1234  It has to be a BOOTABLE USB stick...

You can use Rufus (free) to create the bootable USB. Once you create the bootable USB, copy the BIOS v2.4.0 file onto that USB.

Then power PC off completely, leaving the USB stick connected. Power on and tap F12 to open the boot menu. Select the option to boot from USB and let it boot.

When you get to the prompt, type in the full name of the BIOS file (including .exe) and press Enter.  Leave it alone until the update is done!

Re: I downloaded the bios syco something like that I put it in an empty USB and do I press f12 and boot from there.

blank empty usb would not work. You need to prepare a bootable usb first (follow the instructions below), then copy the downloaded bios.exe on it.  Then F12 to boot from it.

Download the Dell Diagnostic Distribution Package (DDDP) from the following URL:
https://downloads.dell.com/diags/CW1322A1.exe

  1. The File Download window will show. Select Run to download the software.

  2. A window may appear. Select Yes to continue the download process.

  3. The Dell 32 bit diagnostic window will appear. Select Continue to progress.

  4. The folder creation window will appear. Select Ok to use the default folder.

  5. A Dell Diagnostic dialog window will appear stating "all files were successfully unzipped" . Select Ok to continue.

The DDDP main menu will appear. Close the window by clicking on the X on the top right-hand corner.

  1. Navigate to the folder that DDDP was extracted to (Default Location:
C:\Dell\Drivers\R174621) and select the DIAGS folder.

  2. Open the DIAGS directory and remove everything, EXCEPT for the following :

    COMMAND.COM
    DELLBIO.BIN
    DELLRMK.BIN
    AUTOEXEC.BAT
    CONFIG.SYS

  3. Insert a USB Flash Drive.

  4. Navigate to C:\Dell\Drivers\R174621\ and double click on the application DDDP

  5. Run the DDDP utility and choose "Install to a USB flash drive". This will make the USB Flash Drive bootable.

  6. copy/paste the downloaded bios  SYEO-240.exe  onto the usb
  1. Restart the system and at the Dell logo, press <F12> to enter the One Time Boot Menu.

  2. Select the USB storage device to boot to the USB Flash Drive.

  3. The system will now boot to a command prompt and display C:\>

  4. Type in SYEO-240.exe
