Can't get display resolution that hardware should deliver

 I have a Vostro 3470, i5, 8Gb, Windows 10 Pro with Intel UHD 630 graphics. I have a relatively new monitor 31.5" AOC U3277PWQU capable of 3840x2160. After a recent Dell update which included both Windows and graphics driver, I noticed all text and frames are undesirably larger for all applications (i.e. I now see simply a magnified version of a standard screen).
- The maximum resolution options are only 1920x1080 in windows settings and graphics properties. (I am not sure what my settings were before the update)
- To aggravate the situation, I am not able to downscale the desktop or any apps lower than 100% (except for desktop icons, which I set at smallest)
- I understand from Intel that I should be able to get higher resolution from Intel UHD 630 even through HDMI 1.4(an installed hardware limitation) by setting refresh rate at 30hz. However the option of 30hz is not available anywhere in the windows settings or display adapter properties. The minimum option is 50hz.
- an updated driver is available from Intel but they warn of crossing against the OEM (Dell) proprietary drivers. I perceive Dell has "dumbed down" its applications in this regard and imposed artificial hardware limitations. The power supply and CPU seem adequate.
- my 3rd attempt at re-installing and starting Dell's updated OEM graphics driver to Intel 630 failed with same result. Event log: "Driver Name: oem93.inf

- My monitor seems to detect these input limitations and resolution settings are also fixed at 1920x1080.
I am not computer savvy, so apologize in advance for any obvious misses. I would appreciate any advice. I am willing to upgrade the video card to get around this problem. I see an OEM option of NVIDIA GeForce GT 710. If I purchased and installed, would I at at least be able to attain 2560x1600 DVI? Please advise on other compatible video cards.
