Dell Venue 11 Pro 7140 - Missing two critical drivers.

So a few weeks back I picked up a Venue 11 Pro model 7140 and was in the process of trying to understand the intricacies of the device.  Particularly in reference to the inconsistent Connected/Modern Standby feature.  For starters the two chipset packages Dell provides are out of date and one is not designed for the Venue at all.  Intel numbering schemes don't carry over so the newer chipset driver doesn't actually install anything (or if it does it omits the SMBus driver).

With a newer chipset driver version 10.1.1.45 it not only updates all the drivers but changes the PCI standard host CPU bridge to Mobile 5h Generation Intel(R) Core(TM) Host Bridge - OPI - 1604.  Because Intel has changed the driver date to their own founding, a clean install of Windows is required to properly update all the drivers; particularly USB2 controller.  I encourage a clean install of Windows with USB3 disabled to install the driver and switch back to USB3 at one's leisure.  Interestingly enough with this driver the keyboard can no longer be used to wake the computer in USB3 mode after a short period of time.

The second missing driver is the Intel(R) Core(TM) 4xxxU and 4xxxY Processor Line Power Engine Plug-in that is provided by the Intel Serial I2C driver.  An older version for an XPS 12 seems to contain this driver and willingly installs it.

I'm still in the process of figuring out the device but I'm getting fairly consistent sleep sessions if not for the fact that not only is HW removed from the study, but in half the sessions the PCI Express 3 slot is jammed powered up despite no increase in drain.  This is connected to the Intel 7265 card.

P.S. the BIOS seems to be wonky.  Disabling the WiFi card still gives it being active in sleep study tests and that turning off SpeedStep ignores the disabled Boost setting.  Also, turning off C states fixes the ASPM hardware incompatibility error in the powercfg /energy report.

I've opted to revert the Power Plug-in driver to default as reading over the driver details and INFs while the default one in 10 is 'generic' it plays better with an OS it was designed for.

Having touch screen issues with win 10 update. No drivers work. Can you tell me where and what is the name of the driver you substituted for the serial IO driver? I did several fresh windows 10 installs. Device Manager still says code 10 HID 12C device cannot start.
