IDRAC - Active Directory vs local account

Is there a configuration option to only allow local account login when Active Directory is unreachable?  I've noticed, after enabling AD authentication, that the dropdown still allows for local account login (simply by selecting the local account option).  I'd like the behavior to be that local login is only permitted if AD is unreachable.  Is that possible?
