The latest USB drivers for Windows 2000 that I am aware of are available as part of the Windows 2000 Service Pack 4 update. Installing SP4 will install the latest USB drivers.
They may have also been referring to USB drivers for your external device, in which case check with the manufacturer of the external drive case and see if they have any specific USB drivers needed for their hardware.
