SCG_VE paramater sheets
My understanding is that partner installations are possible with SCG_VE,
but I'm wondering if the parameter sheets commonly used for implementation are publicly available.

I don't really understand your query. Can you elaborate what you wanted to achieve?
What do you mean by partner installation? What parameter sheets are you referring to?
Are you referring to user guide for SCG_VE Installation? Here are all the available guides publicly: https://www.dell.com/support/home/en-us/product-support/product/secure-connect-gateway-ve/docs

I believe what you are looking for is part of the Ad-Hoc request & is "Customer Initiated", under "Remote Connectivity Details Guidelines" at the time of installation, but it is categorized under "T&M" & the idea of having this type of document & material under T&M is to provide extra services to a customer above & beyond the standard D&I process, which takes extra time & efforts.And because of this process / procedure has a cost associated with it, & so I don't think they are publicly available as you ask without first purchasing the allotted T&M to obtain this material.
If you are a partner then you should work through your partner channel network to get clarification on this for your particular partner circumstances. I hope this helps answer your question.
