Most techies will tell you the PC "cleaners", "Registry cleaner/repair", etc are a waste of time and $$. I do not recommend them to the clients I support.

I recommend avoiding it at all costs. If you want to use such a program, the free program CCleaner is a far safer bet:
http://www.piriform.com/ccleaner/download
Select download from Piriform (directly) for best results. See also the reviews on CNET:
http://download.cnet.com/CCleaner/3000-18512_4-10315544.html
Also read the comments on this thread about PC Cleaner Pro:
http://forums.cnet.com/7723-19411_102-553700/pc-cleaner-pro/
Again I recommend avoiding at all costs.

No it's ransomeware / Scareware / Malware at best.
After uninstalling it they leave behind and it launches your browser to their Beg ware page offering you a special offer if you keep their program.
One would have to ask "what & where is it suppose to clean"...Microsoft never offered
such an item...Either way, being a "certified partner" isn't saying much at all, Microsoft
has many levels of certifications. Being a certified partner is at the bottom of the list..
Seems that also do not fix anything if they caused other problems.
Many of their 1000's of issues are cookies.
