Can you give some more details? What exactly are you trying to "access"--OL? And what do you want to do? And what do you mean by "it exists the taskbar launcher?" Are you talking about an icon that (when you hover the cursor over it) says Insert Address? In the typical Office installation you can switch back and forth between OL and Word. I think this is also true if you are using Word with OL Express.

CMAR,

The following is from Word (2002) Help:

You can insert addresses from the following online address books: a Microsoft Outlook Address Book or Contact List, a Microsoft Schedule+ 95 Contact List, or the Personal Address Book. If you've installed Outlook, the Schedule+ 95 Contact List is not available.

Those are your only options.

When in Word I wish to address an envelope I select envelopes and labels from the Tools menu. When I attempt to access the address book I have created to select the address I wish, I get a message "Logon failed. You must log on to Microsoft Exchange in order to access your address book." I do not know what Microsoft Exchange is nor how to access it nor why that would be necessary. Previously when I used Office 97, inserting an address from the address book was a simple straightforward task.

You may have a problem with your installation of Outlook. When you click on the Insert Address button (which can also be added to your tool bar in Word)Office/Word goes hunting for the linked Address Book. (You can modify what information gets returned but that is a question of AutoText and AddressLayout.) Microsoft Exchange Server refers to the software that enables Office to work in a Corporate Network, including allowing remote computers to link to the network and share Office data, including Outlook. Obviously you do not have such a network but Outlook evidently thinks you do. Check your Services (in OL go to Tools, Services) to see if you have a service called Microsoft Exchange Server. If you do, this may be the problem: You have a link to a non-existent Exchange Server and OL is duly telling you that you first have to logon onto that non-existent server. You ought to remove this service. BTW, you don't need to have a Corporate Network to use OL in the Corporate Work Group mode. This mode provides much greater functionality than the Internet Mail Only (IMO) mode, particularly with respect to the Insert Address function, at least in OL 2000.

You must also link OL and Office to your Outlook Address Book. Make sure that you have a service by that name installed. If not, click Add and select it. See if any of this helps. Otherwise, you may need to reinstall Office and Outlook and/or seek wiser counsel.
