power on laptop without cpu

Hello, I have a precision m4600 laptop, which unfortunately was freez and stuck in the post . After a lot of research, I found out that the problem should be solved by changing the BIOS, so I removed the BIOS chips, programmed them, and put them back, and when I turned on the system, everything turns on and then turns off after 3 seconds, I came to the conclusion to get a motherboard, luckily I found a stock motherboard, but the new motherboard has the same problem! now I don't know the new motherboard have a problem or my cpu is damaged? when I turn new and old motherboard on without the cpu, should it give me flashing leds or a beeping sound? Because I don't hear anything and without cpu it has exactly the same behavior, it turns off after 3 seconds.

I have disconnected and connected everything and tested in every mode, I have done all kinds of clear cmos methods, and changing RAM and...

Without a CPU, the board won't initialize at all.  

It's not clear what led you to replace the BIOS chip, but it does sound likely your CPU is damaged if two boards have behaved the same way with it aboard.

i saw this and i though the led should be blinking , did I wrong? or maybe I did not get it correctly?

The reason for changing the BIOS was that when it was turned on, it got stuck on the post page and practically nothing could be done, and I had seen people with the same problem who solved their problem by reprogram the BIOS

No processor detected requires powerup, which in turn requires a processor be installed.  Without one, there's no power on at all.
