Optiplex 3010 GPU upgrade to EVGA NVIDIA GeForce GTX 1060 6GB SC Video Graphics GPU.
I want EVGA NVIDIA GeForce GTX installed if possible.
I understand that I need a 400W power supply upgrade to make this work. If I get something like: https://www.ebay.com/itm/283486192365
Do I need to change anything else on the motherboard? Will this work?

Not sure where are you. The Dell 30x0/70x0/90x0 MT is relatively cheap nowadays on used pc market. I think the barebone could go as low as $50 with power supply. Rather than buying parts to fit in your DT model, better get a MT model and re-use some of your DT parts (CPU, memory, Storage etc.).

Yes it will work if you have 3010 MT. Many users have already validated it. Not sure if you need to change anything such as secure boot in bios. 3010 SFF is different story.

You just need a genuine good name brand psu of at least 300w that has a PCIe 6 pin connector for gtx 1060. Stock psu does not have that connector. A 400w psu is more than enough. Dell oem 460w psu for XPS 8700/8500 is another option.
Recommended PSU Wattage: 288 W
that 400w psu on eBay does not look like genuine EVGA although seller mentions it in spec. I would stay away from that one which is risky. Genuine EVGA psu from bestbuy or Amazon is less expensive and more trustworthy.

I only have the DT model. It has slots ( PCIe 2.0 x16; (3x) PCIe 2.0 x1 ) Will that fit the EVGA NVIDIA GeForce GTX?

What about the DT? Is there any issue other than space? Can I leave the power supply hanging outside of the box.

It's possible but why doing that? PS fan when runs at fast speed may cause vibration.

I was thinking of just not closing the box. I may just leave the power supply outside of it as well. But would the length of the GPU be an issue?

Even GTX 1060 has different brand products, some with single Fan version which is shorter in size, some with twin Fans and larger heat-pipe design which can be more than 25cm+ in length. ( I owned both)
Check online (google image) to get a rough idea.

DT doesn't have enough space for a full height GPU like GTX1060. You'll have to have a MT which use regular size PSU plus support full height GPUs. The best bet for GTX in your PC is GTX 1050 low profile version.

If you plan to keep updating in DT case and you are willing to leave case open for a psu sitting outside, then it is also possible to install a full height gtx 1060 in DT case if you are willing to mod the case or use a pciex16 riser cable.
this user is creative in modding DT case so everything fits inside and you can close the case too. use a pciex16 riser cable for FH gpu installed lying down. DT case width is 102 mm enough to accommodate standard ATX psu of 86 mm width. Just remove the dvd bay.
3010DT case is 410 mm, long enough for any video card. You may need to remove hdd caddy to create more room for long gpu.
If you ever plan to move sff motherboard into an Optiplex MT case, please note that only 390/790/990/3010/7010/9010/3020/7020/9020 MT cases would work. Only these model cases support microATX board and use same 5 pin power switch front panel as 3010.
The 3040 and later model cases are proprietary which cannot support microATX board.
