My Dell Optiplex 3010 won't turn on but orange LED on motherboard

My Dell PC won't turn on. When I plug in the power supply cable, the processor fan doesn't spin, and the power indicator doesn't light up. However, I can see an orange light on the motherboard. The light isn't blinking; it's just a steady glow. But my PC still won't power on. Can anyone help me?

Check to see if any memory stick being installed.

the steady on orange LED is perfectly normal.  it is supplied by 5V SB of psu.

try replace cmos battery w a new one then clear cmos settings via mobo jumper.

you do not need to install ram to power on the pc, a normal working pc would power on but beep n beep when it detects no memory installed.

the 5V SB present does not mean psu is necessarily working.  If you have a spare verified working 24/4 pin psu borrow that to test 3010

#1 adds detail as to what redxps mentioned.  Replace the size 2032 battery first as he mentioned.

What color is the power button light?  Is it blinking an error code?  Note this may change after replacing the battery.  Bad batteries affect BIOS and therefore PC operation.  They sometimes also throw erroneous error codes.
