Latitude 3340 compatibility with WD19S
WD19S feeds through USB C. 3340 shows as compatible but mine doesn't have a USB C port.
Dell shows it as fifth port on left side. From back to front, mine has power, ethernet, HDMI, micro B USB, USB A.
The WD19S manual shows how to remove the USB C connector but doesn't say why you might do that.
Any chance removing it might allow us of a different USB connection? I believe the micro USB doesn't transmit video.

You may want to post a photo -- I've never seen a micro USB port on a notebook computer.

Dell compatibility chart shows these as compatible. WD19S connects with USB-C but 3340 only has USB A and Micro B USB.

@Chino de Oro My latitude 3340 is identified as such by Dell. The picture you show is Dell's picture of a 3340 but here's my picture.

That isn't a USB connector -- it's a mini displayport connector.
Bottom line is that whatever model you have, that dock isn't going to work on a system without a USB-C connector.
Some of the old E series had them -- but nothing as new as the 3340 model does.

It's a confusion when Dell re-use the models from 10 years ago. Your Latitude 3340 is a legacy system with 4th gen processor. As pointed out by ejn63, it has mini-DisplayPort besides HDMI port for video output.
