GTX 1650 or 1660?
I have an Optiplex 9020 tower with i7 4770.
I want to replace my GPU. Now I have a gt 1030. I wonder what would be better for my PC. A GTX 1650 or a 1660?

JO is spot on. 1060 and 1660 need a 6 or 8 pin PCIe connector respectively that Dell stock psu doesn’t have unless you upgrade to Dell XE2 MT oem psu or use a standard 24/4 ATX psu plus 24-8 pin adapter.
if then you are consider 1050 vs 1650, the 1650 is a relatively newer card and performs better.
The GTX 1650 supersedes NVIDIA's 1050, outperforming it by around 52%. It features a TU117 processor based on the newer Turing architecture.

The 9020 has a 290W PSU and Nvidia recommends a 400W PSU for the 1060 with a 6 pin connector. Now in your subject line you posted a 1650 or 1660 but in the post you stated a 1050 or 1060 so could you clarify which cards you are actually considering?

if you do not upgrade psu, then yes you can not run 1060 or 1660.
for example this Dell 1060 requires a 6 pin.
this Dell 1650 should be ok in 9020 tower with stock psu.
