U4025QW, DPBS remains functional while setting disabled

I have a laptop (Dell Precision 5480) connected via Thunderbolt 4 and a desktop connected via DP and USB-C to a U4025QW monitor. I have confirmed that the setting DPBS (Dell Power Button Sync) is disabled and have also tried factory resetting the monitor but the power button on my laptop and monitor act as if the sync is enabled.
For example, If turn on my monitor, the laptop will turn on. And if I hold the power button on my laptop or monitor while they are both on, then they will both turn off simultaneously. This behavior happens whether I have the setting enabled or disabled. I have also tried disabling the setting "Wake on Dell USB-C Dock" in my laptop BIOS but that does not help at all. It seems the only way to prevent this behavior is to unplug my laptop whenever I don't want it to get turned on by my monitor. I recently purchased this monitor and it seems to have the latest firmware M3T102.

To receive assistance from Dell support agents they need to first verify the ownership and warranty status. Click the blue "Get Help Now" on the right to start a private live chat session. Share the private Service Tags for the Precision 5480 and the U4025QW with them.

* Turn all three off
* Disconnect the Desktop PC from the U4025QW
* Test DPBS using only the connected Precision 5480

The Displays lab tested the U4025QW with two PC using PBP (Picture by Picture). They could turn DPBS (Dell Power Button Sync) off and turning the U4025QW off/on did not turn the Latitude 5320 off/on.

Latitude 5320 left side TB4 out port --> U4025QW 1.5m/4.9ft TB4 cable --> U4025QW #6 TB4 upstream port
Aurora R6 DP out port --> U4025QW 1.8m/5.9ft DP 1.4 cable --> U4025QW #4 DP in port
