U3417W, Horizontal Lines, Flicker, #3

Woke up this morning to flashing horizontal lines across the bottom of my Dell U3417W monitor. 

These lines are visible whenever the monitor is powered on, including after the factory reset and during the self-test, so they are not related to the PC or video card.
