Flat Panel Monitor Problem

E172FP 17 inch Monitor with some spider lines which have appeared.  Resetting the monitor to factory settings doesnt help, all sorts of restart procedures have resulted in the same.
 
 
Is my monitor toasted?  Is there any fix?  I am am about 2 months out of warranty.

Unplug the cables and re-attach them to see if this helps.  Move any speakers or other electronic devices away from the monitor.  Try another wall socket.  If you have another cable, try it.  If you have another monitor or can get a hold of one to hook up to that system to see if the same problem occurs.  If that fails, call dell tech support, if you are still under warranty and see if they can suggest something else to do or have them give you a refurbished monitor in exchange.  They will ask you to do some or all the above suggestions, so just do them ahead of time.  You may want to un-install the video driver and re-install it again or find another driver.  Good luck
