i plug in my ps4 and turn it on and the monitor keeps going into power saving mode loop

The PS4 has an HDMI out port for video. The entry level E1916H has DP in and VGA in ports.
A standard DP to HDMI cable or converter will not work. They are for PC DP to monitor HDMI. Not the other way around.
You will have to test retail HDMI to VGA cable or converters.
