OS Recovery tool not recognizing Service tag, though images exist for product.
the product is a Latitude E5540 that shipped with windows 7

as indicated in the topic, I'm entering the Service tag/scanning the device for the service tag. please don't reply if you're unable to read information provided.

Are you sure you are entering the Service Tag number and not the Express Service code?

Downloadable recovery images started with Windows 8 for Dell systems -- the only systems for which a Windows 7 image is available are sixth-generation Skylake systems that shipped with 10 Pro and downgrade rights to Windows 7.
Your system is a fourth-generation one -- you won't find recovery images for it by download (and I don't think Dell will still ship you 7 recovery media at this point).
You CAN find Dell installation media for sale on EBay, etc. - assuming you have a product key (look inside the battery compartment).
